Street Legal- Low Speed Vehicles (LSV)
In 1998, the National Highway Traffic Safety Administration (NHTSA) DOT created a class of vehicle known as a "Low Speed Vehicle" or LSV. These must be capable of speeds of 20 to 25 mile-per-hour and are subject to a Federal Motor Vehicle Safety Standard (No. 500- 49 CFR 571.500). The federal standard requires low-speed vehicles to be equipped with headlamps, stop lamps, turn signal lamps, tail lamps, reflex reflectors, parking brakes, rearview mirrors, windshields, seat belts, and vehicle identification numbers.

In addition many states have other minor safety requirements that must be met to make your vehicle street legal. Also several states require that you register the vehicles with the DMV.
Vehicles that meet these requirements may be legally driven on any street that has a posted speed limit of 35 MPH or lower. It may also cross, but not travel on, streets that have posted speed limits of 45 MPH or lower.
